Background This document provides Terms of Reference for the baseline of the Building Climate-Adaptive Livelihoods and Resilience for Vulnerable Children, Families, and their Communities in Northern Laos project, implemented by Save the Children International in Laos. The baseline will provide benchmark data that will enable measurement of progress, effectiveness, and impact during and at the conclusion of the five-year project. The findings will also influence the implementation of project activities and ensure they are customised to suit the different needs of communities and participants. Save the Children seeks a qualified consultant or consultants to conduct the baseline. It will require a mixed-methods approach, with both quantitative and qualitative data, and will be partly guided by Save the Children’s global ‘Seeds’ Common Approach. Purpose This study is being conducted in the first year of the project, which began in February 2026. The primary purpose of the study is to collect data to establish a baseline for the outcome level indicators defined in the project logframe, enabling the project team to compare progress over time. Additionally, the baseline will provide contextual information that is useful to influence or adapt project activities. The baseline will include a sample of the 18 villages that are participating in the project. A sample of villages will be included from each of the three districts – Nambak, Ngoy and Viengkham – which each have six participating villages. The participating households in the project are selected based on vulnerability, focusing on households with low income. The baseline will measure ten outcome indicators in total (see Table 2). Some of the indicators are from Save the Children’s quality-assured Global Indicators. Global Indicators measure the key results from our projects globally, and come with detailed guidance, including means of verification, measurement guidance, and definitions. Other indicators are from Save the Children’s global ‘Seeds’ Common Approach. Materials relating to the definition and calculation of the Global Indicators and Seeds indicators will be shared with the consultants. Consultant Tasks 1.1. Study Design The consultants will develop tools for data collection, using guidance from Save the Children’s Global Indicator methodology and the Seeds common approach, where appropriate. The consultants should propose a sampling strategy for data collection, based on the budget and sampling size calculations. Save the Children will provide enumerators to assist with data collection. 1.2. Data Sources and Data Collection Methods / Tools The primary tool for data collection will be the household survey. Save the Children’s Child Protection Technical Advisor will provide guidance for questionnaire development. Focus group discussions with a sample of children and youth will be required to provide a qualitative baseline for the Long-term Outcome Two indicator: % of children that report an increased feeling of protection. The qualitative baseline will identify some of the issues that children face and how protected they feel. Quantitative data will be collected during the project to identify the proportion of children feeling more protected. Key informant interviews will be conducted with staff from the Lao Youth Union, Lao Women’s Union, District Education and Sports Bureau, and stakeholders from the agriculture sector. All primary data collected during the study will be disaggregated by gender, age, disability, and location. Disability data will be collected using the Washington Group Short Set of questions. The disability data will inform Save the Children which groups, or forms of exclusion, will need particular attention during the project. 1.3. Ethical Considerations It is expected that this study will be: Appropriate for the age of child participants . Data collection methods will be age and gender appropriate, and a safe, comfortable environment will be provided for children to participate in focus groups. A referral mechanism will be in place in case any child safeguarding or protection issues arise. Inclusive . Ensure that adults and children from different ethnic, social and religious backgrounds have the chance to participate, as well as adults and children with disabilities and those who may be excluded or discriminated against in their community.
