NOW HIRING!   Position Title: Head of Human Resources Department: Human Resources Report to:   Chief Executive Officer Location: Lao Bullion Bank, Vientiane Capital, Lao PDR Business group: Banking Job Summary Head of Human Resources  will lead and manage all human resource functions, ensuring alignment with the organization's strategic goals. This leadership role is responsible for developing and executing HR strategies, policies, and programs covering talent acquisition, compensation, benefits, employee relations, performance management, training and development.  Role & Responsibilities: Strategic HR Leadership Develop and implement a cohesive HR strategy that supports the company's long-term business objectives and growth. Serve as a strategic partner to the executive leadership team, advising on organizational structure, workforce planning, and change management initiatives. Lead the development and monitoring of the annual HR budget. Talent Acquisition and Management Oversee all recruitment and onboarding processes, ensuring the organization attracts and retains top talent. Develop robust succession planning programs for critical roles. Establish and monitor key HR metrics (e.g., turnover rates, time-to-hire, employee satisfaction) to drive continuous improvement. Compensation and Benefits Design, implement, and manage the company's total rewards strategy, including competitive compensation structures, bonus plans, and employee benefits programs. Ensure compensation practices are fair, equitable, and compliant with relevant laws.  Culture and Employee Relations Champion a positive and inclusive organizational culture that aligns with the company's values. Manage and resolve complex employee relations issues, conducting effective, thorough, and objective investigations when necessary. Oversee disciplinary actions and termination processes, ensuring legal compliance and fairness. Performance Management and Development Lead the design and execution of the performance management system, including goal setting, performance reviews, and continuous feedback mechanisms. Identify organizational training needs and oversee the development and implementation of training and professional development programs.  HR Compliance and Operations Ensure company compliance with laws and regulations. Oversee the management of HR information systems (HRIS) and maintain accurate employee records. Develop and update Human Resources Standard Operating Procedures.  Qualifications and Skills: Education:  Bachelor's degree in Human Resources or Business Administration, or a related field. Master's degree (MBA or MA in HR) or an equivalent combination of education and experience is preferred. Experience:  Minimum of 8-10 years of progressive experience in Human Resources, with at least 5 years in a senior leadership role (Director or Head of HR). Skills: Demonstrated ability to develop and execute comprehensive HR strategies. Excellent leadership, communication, negotiation, and interpersonal skills. Proven ability to handle sensitive and confidential information with discretion. Strong analytical and problem-solving abilities. Excellent written and verbal communication skills, with the ability to interact effectively with all levels of the organization. Highly proficient in English speaking, writing, and listening skills.
