August – December 2026); daily rate of USD 300 Type:  Independent Contractor (ICA) Reports to:    Program Manager, Food and Alcohol Safety, CHAI Lao PDR Overview The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.  CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. Program Overview:  CHAI Laos is supporting the Food and Drug Department (FDD) and the Ministry of Health (MoH) to strengthen food & alcohol safety surveillance, laboratory testing capacity, and emergency response. This project, funded by the Australian Department of Foreign Affairs and Trade (DFAT), works with international technical partners and Lao government counterparts to build national capacity for methanol testing, food safety emergency preparedness, and alcohol beverage regulation. Key activities include laboratory capacity strengthening, training of food safety inspectors, development of a National Food Safety Emergency Response Plan (NFSERP), clinical guideline and public risk communication. All activities are implemented in close partnership with the MoH and relevant government departments to build capacity and ensure long-term sustainability. Summary of Position: CHAI is seeking an independent consultant to provide technical expertise and coordination support for developing, finalizing, and disseminating national clinical guidelines for the management of alcohol and food poisoning in Lao PDR. The consultant will work closely with the Department of Healthcare and Rehabilitation (DHR) as the clinical lead, and will coordinate with FDD, relevant clinical specialists, and international counterparts — including Thai poison centre experts from the Ramathibodi and Siriraj hospitals. This engagement is part of a DFAT-funded project to strengthen Lao PDR’s food safety surveillance, prevention, and response systems. It responds directly to the methanol poisoning incidents and builds on a January 2026 study tour by a 14-member MoH delegation to Thai poison centres and hospitals. The consultant will be based primarily in Vientiane Capital, with some travel within Lao PDR required for workshops and dissemination events. We are looking for a technically strong consultant with experience in clinical guideline development, ideally with familiarity with Lao PDR’s health system or the Mekong subregion. The consultant must be comfortable working across government, clinical, and development partner stakeholders, and able to manage cross-border logistics for technical visits and workshops.
