The United Nations Development Programme in Lao PDR is seeking a National Consultant to focus on the financial sustainability of One Door Service Centres, a key initiative in strengthening public service delivery across the country. Your work will directly support the long-term viability of these essential access points for citizens, helping ensure that they continue to operate effectively and efficiently. This role offers a unique opportunity to apply your financial and accounting expertise to a real-world impact, contributing to improved governance and public sector performance in Lao PDR. As a consultant, you will analyze the current cost structures, revenue streams, and financial management practices of the ODSCs. You will develop practical recommendations for sustainable financing models, including cost-recovery mechanisms and public-private partnerships. Your analysis will inform strategic decisions by UNDP and government counterparts to secure the future of these services. We are looking for a professional with a strong background in accounting, finance, or related fields, and direct experience in financial analysis, budgeting, or public financial management. Experience working with government institutions or in the development sector in Lao PDR is highly valued. Familiarity with One Door Service Centres or similar service delivery models is an advantage. Your engagement will be based in Vientiane, with possible field visits to provincial ODSCs, working closely with a team of national and international development professionals. This is a short-term consultancy contract with tangible outcomes that will shape the next phase of public service reform. You will gain deep insight into national development priorities while contributing to a more responsive government for citizens across the country.
