Program Overview:  CHAI Laos is supporting the Lao Ministry of Health (MoH) and the Medical Products Supply Centre (MPSC) to strengthen pharmaceutical supply chain management through an implementation study of an open-source electronic logistics management information system (open eLMIS). Funded by GiveWell, the project works with international technical partners, the mSupply Foundation and the University of California, Berkeley to evaluate the open eLMIS across a selected number of health centres as a foundation for evidence-based decisions on future national scale-up. Key activities include deploying and testing an open eLMIS across a selected group of health centres in a phased and structured sequence, training health workers and relevant MoH and MPSC staff on integrated supply management, stock recording, and reporting, and conducting a rigorous impact evaluation comparing the open eLMIS against existing Excel sheet systems to assess stock availability, medicine wastage, and reporting accuracy. The project will also support the migration of existing mSupply sites to open eLMIS, reducing software license costs and consolidating to a single government-owned platform. All activities are implemented in close partnership with the MoH and MPSC to build local capacity and ensure long-term sustainability. Summary of Position: CHAI is seeking a motivated Supply Chain Program Officer to support the open eLMIS implementation study and health supply chain strengthening activities. Reporting to the PSM Program Manager, the Officer will coordinate with government and technical partners, plan, execute, and track project activities, and contribute to quality reporting and documentation.  The Officer will serve as a key point of contact for provincial health offices and MoH counterparts including MPSC, and collaborate closely with CHAI's operations and finance teams to ensure smooth programme delivery. Based in Vientiane Capital with 30–40% travel to target provinces required. We seek a self-driven, adaptable individual with strong coordination and communication skills, able to work independently while remaining an effective team player. Major Responsibilities Support day-to-day implementation of the open eLMIS across target health facilities, including data entry, verification, and basic troubleshooting Compile and organise eLMIS data to support routine reporting and performance monitoring, and draft progress updates and field reports for review by the PSM Senior Associate Assist in preparing materials and logistics for eLMIS user trainings, workshops, and follow-up support visits for MoH, warehouse, and facility-level staff Provide on-site coaching and follow-up support to health facility staff on eLMIS use and stock management practices Maintain regular communication with government counterparts at central and provincial levels including MPSC and provincial health offices, and represent CHAI in technical meetings and coordination forums as required Support coordination and information sharing with implementing partners, and contribute to the preparation of meeting materials, minutes, and follow-up actions Develop and maintain work plans, activity
