Plan International Laos is looking for a Lao National for the following position: Public Finance Management Non-Key Expert Contract Type: Consultant. Duration: Daily input for a total of 50 days, from November 2026 to June 2028. Location: based in Vientiane Capital. Name of the Project : PESIG Program Laos (Partnership in Education and Skills for Inclusive Green Growth) The TA project is grounded in the broader framework of EU–Laos cooperation. It aligns fully with the 1997 Cooperation Agreement between the EU and Laos, reflects jointly identified priorities, and sup-ports relevant national development strategies. The overall project objective is shaped by these shared commitments and reflects the EU’s long-standing partnership and continued dedication to development cooperation with Laos. The purpose of the TA is to support improvements in institutional, technical, and managerial capacities at central, provincial, and district levels, enabling the Ministry of Education and Sports (MoES) to design and implement key general education and TVET, reforms, and to strength sector planning, performance monitoring, financial planning and budgeting. The TA is complementary to the PESIG budget support and has an important specific role in support-ing implementation of the budget support. Duties and responsibilities will include: Work closely with the International Finance & Cooperation Department, MoF, and relevant departments, to produce and submit the annual disbursement requests. Specifically, the following: Assist MoF with collection of general conditions supporting documentation. Assist MoF with drafting reports on the three areas of analysis (macroeconomic, PFM, budget transparency and oversight) Assist MoF with the preparation and timely submission of the annual disbursement request to the EUD. Assist MoF with reporting/ presentations for PESIG budget support technical and steering committees. Build the capacity of MoF departments in under-standing the EU budget support modality and in the undertaking the above reporting. Under the guidance of the EUD Economic/PFM Manager: Collection of data required to undertake the assessments. Draft the EUD macroeconomic, PFM and transparency eligibility assessments. Draft the EUD PFM and transparency assessment report. Respond to EUD on specific requests as necessary. Under the guidance of the EUD and PESIG TA Team Leader: Collect State and MoES budget plans, including revisions. Produce analytical notes on annual state budget plans including a more detailed analysis of the MoES annual budget plans. Respond to EUD/TA TL on specific requests as necessary. Qualifications, Experiences and Skills : University degree in Economics, Finance or related area. At least 5 years of general professional experience related to PFM in Lao PDR. Knowledge of the Lao PDR PFM system. Excellent Lao language skills. Good communication skills in English. Experience of working with the Ministry of Finance, Lao PDR.
