NOW HIRING!   Position Title: Senior Accounting & Finance Manager Department: Accounting & Finance Report to:   Head of Accounting & Finance Location: Lao Bullion Bank, Vientiane Capital, Lao PDR Business group: Banking Job Summary: The Senior Finance & Accounting Manager is a key strategic partner to the Head of Accounting & Fin and senior leadership. This role is responsible for the integrity of the bank's financial reporting, the effectiveness of its internal control environment, and the leadership of the finance and accounting teams. This position will lead all core financial operations, drive strategic financial planning, manage key financial risks (including our gold portfolio), and spearhead the optimization of financial systems to ensure the bank's continued growth, profitability, and regulatory compliance. Role & Responsibilities: Strategic Financial Leadership and Reporting Lead the accounting and finance teams to align with the bank’s strategic goals and regulatory requirements. Oversee the preparation of monthly, quarterly and annual financial statements in compliance with International Financial Reporting Standards (IFRS) and Lao Accounting Standards (LAS). Prepare and manage consolidated financial statements, including balance sheets, profit and loss statements, cash flow statements and changes in equity. Develop and implement financial strategies, including growth business planning, financial performance tracking, cost optimization and sustainable profitability in collaboration with senior management. Ensure the preparation of comprehensive annual reports for stakeholders, providing transparency and compliance with global reporting standards. Maintain and ensure compliance with depreciation and amortization schedule standards. Other tasks assigned by Head of Accounting & Finance. Risk Management and Financial Controls Conduct financial risk assessments and oversee the valuation and accurate recording of gold. Design, implement and monitor internal control processes to safeguard financial integrity and manage operational risks. Liaise with Treasury to oversee cash flow projections, assess funding needs and maintain adequate working capital to support operational growth. Ensure full compliance with local tax laws, banking regulations and other statutory requirements, coordinating regulatory reporting as needed by the BOL. Team Development and Leadership Lead, mentor and provide professional development opportunities for the accounting and finance teams, including certifications of CPA. Establish performance measurement systems to track budgetary controls, profitability and the effectiveness of capital management. Technology and Process Optimization Manage technology integration, including financial systems such as Silverlake, to optimize data accuracy and operational efficiency. Identify and implement process improvements to enhance the efficiency and effectiveness of accounting, treasury and financial operations. Liaise with external auditors for timely audits, ensuring compliance with international standards and GAAP. Qualifications and Skills: Bachelor’s degree in Finance, Accounting, Economics, or a related field. A Master’s degree (e.g., MBA, MSc in Finance) is highly preferred. At least 7 years of relevant experience in accounting & Finance. Proven experience as a strong team leader with the ability to mentor, develop, and manage a team. Proficiency in both Lao and English (written and verbal) is mandatory. LCPAA Member (Certified Public Accountant) is mandatory. Microsoft Office proficiency (especially Excel, Word, PowerPoint). Able to work well under high pressure.
