TERMS OF REFERENCE Contract BAHP-CS14 Project Lao PDR: GMS Border Arears Health Project (BAHP). Expertise National Civil Engineer Source National Category Independent Objective/Purpose of the Assignment : The Government of Lao PDR has received a loan and grant from the Asian Development Bank toward the cost of the GMS Border Arears Health Project. The executing agency for the Project is the Ministry of Health through the Department of Planning and Finance (DPF). The Project includes the upgrading of 5 hospitals (Savannakhet Provincial Hospital, Champasack Provincial Hospital, Phongsaly Provincial Hospital, Phongsaly District Hospital, and Bountay District Hospital). The concept designs have been prepared. The Project Management Unit (PMU) in the DPF intends to recruit a National Civil Engineer to replace the outgoing engineer to assist with the coordination and supervision of civil works. Scope of work . The Engineer will directly support the Project Director and the PMU team in coordination with concerned government offices and hospitals, the Detailed Design and Construction Supervision (DDCS) firm, and other stakeholders; check the civil works Detailed Engineering Designs (DED) prepared by the firm, assist in preparing biding documents, and oversee supervision and monitoring of civil works construction and related activities, to help ensure that all civil works are carried out of high quality, on time, and within budget. Detailed Tasks : His/her detailed tasks include the following: Coordinate and document consultations with key civil works stakeholders including DPF, PMU, other government offices, hospital management, DDCS, and others; Oversee outputs from the DDCS firm to ensure timely and high-quality detailed design works; Assist in reviewing DED, drawings, specifications, and bill of quantities (BOQ) prepared by the DDCS firm; Assist the procurement specialists prepare the bidding documents; Assist PMU manage the bidding process and the preparation and evaluation of the bid evaluation reports (BERs); Monitor and report on civil works implementation with DDCS, contractors, and concerned hospitals; Assist PMU to monitor the construction process, including contract administration and construction quality control through on-site visits for all stage; Arranging high-level inspection of the works at 30%, 60% and 100% completion by an MOH committee; Assist PMU implement environmental and social safeguards throughout the project in accordance with project design documents and ADB guidelines; Assist PMU prepare progress payment certificates for authorization and payment; Provide inputs into the project's progress and annual reports for MOH and ADB; and Carry out other tasks assigned by the Project Director.   Output/Reporting Requirements Review of DDCS sketch designs; Review of DED, BOQ, and BER; Weekly PMU report on civil works progress and issues; Conduct site visit during construction period at selected stages for all civil works. Qualifications.  The national expert must have a bachelor’s degree in civil engineering and at least 8 years of relevant experience in DD/CS of similar projects.
